  Rs 50,000cr Grains Scam in UP

New Delhi, August 29, 2008: More than Rs. 50,000 crore worth of PDS’ wheat and rice has been siphoned off to neighbouring countries from Uttar Pradesh, as revealed by an undercover investigation carried out by Zee News. The scam has taken place over a period of two years and involves tacit and open support of elements in Administration and politics, who have hijacked the PDS system in the state. 

A Special Investigation Team is trying to uncover the network involved in India’s biggest scam ever. The scam was revealed through an anonymous letter received by the Railways. The district of Lakhimpur Khiri seems to be the place where it all began. 

The PDS grains from atleast 55 districts of UP- made available under food-for-work programme- amounting to lakhs of tons and worth thousands of crore have been siphoned off to Nepal, Bangladesh, Myanmar. The scam involves 67 trains- all booked exclusively to transport the wheat through states like Bihar and West Bengal. 

The whole network was spread around Kolkata, PKS Ltd. being one of the exporters, in whose name trains were booked, 

The modus operandi of the entire scam is simple. With support from the administration at the district level and political backing, the transporters, kotedars and many government officials exported the entire stock to Bangladesh and Nepal. The names of the farmers were fudged, fake receipts were produced and transportation was shown, but the final product never reached the shops of kotedars for distribution. 

Such is the spread of the scam, that even the CBI can not unravel it, as per Anil Kumar Mishra, SSP, SIT of UP who is investigating the matter. He told the Zee News team on a hidden camera that its not possible only small fish are involved in the scam. 

Highlights of the Zee News investigation are:

• The registration number of vehicles shown in records was of scooters and not trucks. 
• More than 200 racks booked for the same.
• Food grain produced in the district was less than that exported.
• The entries made in the names of the farmers were fake. 
• The stock was never received by the Kotedars. 

Zee News has all the proof against Sting operations conducted on ADG, SP, Commissioner, Railway Superintendent, GM Food. In addition, the channel also has the detailed SIT Report, Railway Enquiry Report and FIR reports and sound bytes on camera of the farmers and middlemen, who were involved in the scam. 

The report has been submitted to the Government and it remains to be seen what action is taken against those involved.
