  • Delhi seeks Centre`s help to check mobile tower radiation

Press Trust Of India / New Delhi September 06, 2007

With the mushrooming of mobile phone towers in the capital and no defined standards to check harmful electromagnetic radiation (EMR) emitted from them, Delhi government has sought the Centre’s help in the matter.

“There are around 3,000 towers of cellular service providers and one or two more are installed daily. But there is no defined standard for safe radiation levels or a measure of how much radiation is emitted from them,” a senior Delhi government official told PTI here.

Also, in the absence of any legislation, the government is helpless to take any decision on the issue, he said, citing a recent instance where some villagers refused to let a tower be installed in their neighbourhood.

Although there is a guideline drafted by the Telecom Engineering Centre, under consideration of the department of telecom, it is not easy to tighten the noose around the telecom service providers, given the “clout” they enjoy, the official said.

“It is high time we had a proper legislation in place to bring the cell phone towers under legal framework,” he added. He also pointed out that the phones and the base station antenna used by telecom operators radiate energy that heats up tissues and may be harmful to human beings, especially children.

Jawaharlal Nehru University Professor J Behari, who is conducting a research in this field concurs, “It is not only in India that it is creating panic among people, World Health Organisation (WHO) had cautioned countries about the possible hazard and suggested them to adopt serious measures to check them, many years back.”

“Many countries including Canada, Germany, Italy, China, US, Sweden etc have implemented various legislative measures in this direction,” he added. “

Legislation pending, we can at least have some stringent monitoring mechanism to ensure implementation of guidelines to safeguard human beings from the possible hazards,” adds V P Sandlas, former chief controller of Research and Development wing of DRDO.

He said, even former president APJ Kalam was concerned about the increase in the use of radio frequencies due to ever increasing number of mobile phones and expansion of mobile communication networks.

Quoting Kalam, with whom he worked at DRDO, Sandlas said, “he (Kalam) is of the view that in addition to creating mutual electromagnetic interference, they are causing excessive electromagnetic pollution and thus the electromagnetic radiation hazard.”

China has, by itself, imposed some stringent guidelines to prevent harmful effects of the radiation from cell phones and towers; but In India, we are yet to take up the issue seriously, he said, stressing on the need to have more study in the field.
